RTI Filed Against MCD on Stray Dog Welfare and ABC Centres

On 01 September 2025, we filed a Right to Information (RTI) application with the Municipal Corporation of Delhi (MCD).

This RTI was filed because Delhi’s stray dog program is at the centre of chaos. After the Supreme Court’s August 2025 orders — first directing mass impoundment of dogs, and later modifying its stance — questions remain unanswered: Where is the money going? Are shelters humane? Are Supreme Court directions being followed?


📑 What the RTI Demands

The application seeks certified copies of records from 2015 to 2025 covering every aspect of MCD’s stray dog management:

1. Budgets & Expenditure

  • Year-wise allocations for sterilisation, vaccines, food, shelters, vehicles, and staff salaries.
  • Utilisation certificates and audited statements.
  • Item-wise cost breakup (sterilisation per dog, vaccine per dose, food per day, transport per trip).

2. Contracts & NGOs

  • Complete list of NGOs and contractors hired since 2015.
  • Copies of contracts, MoUs, and performance reports.
  • Monthly sterilisation/vaccination data per NGO.
  • Records of payments, penalties, or blacklisting.

3. Shelter & Transport Conditions

  • Intake and release registers (with microchip IDs).
  • Records of dog deaths and post-mortems.
  • Medicine, vaccine, and food stock registers.
  • Photographs, videos, inspection reports of Rohini, Dwarka and other shelters.
  • Carcass/bio-waste disposal contracts and vehicle logs.

4. Supreme Court Compliance

  • Affidavits and reports filed by MCD before the SC.
  • Ward-wise maps of designated feeding zones.
  • Records of manpower, vehicles, and facilities allocated for the 8-week sterilisation/impoundment directive.
  • Measures taken against illegal relocation of sterilised dogs.

5. Accountability & Oversight

  • Names and contact details of officers in charge of ABC centres.
  • Minutes of monitoring committees under ABC Rules, 2023.
  • Third-party audits, CAG reports, AWBI inspections.
  • Disciplinary actions for cruelty, negligence, corruption.

6. Corruption & Misuse of Funds

  • Complaints and vigilance inquiries.
  • FIRs, investigation reports, whistleblower complaints.
  • CVC/CAG/Delhi Govt correspondence on irregularities.

7. Public Health & Rabies

  • Records of rabies vaccine purchase, distribution, and administration.
  • Dog bite and rabies case data reported by MCD.
  • Budgets and reports of awareness campaigns.

8. Right to Inspect

If records are denied, we have demanded digital copies of registers, logs, inspection reports, and CCTV footage (last 90 days).


📌 Why This Matters

This RTI is not just paperwork — it is a citizen’s audit of MCD. It directly asks:

  • Where did crores of public funds go?
  • Are shelters safe and humane?
  • Did MCD really follow the Supreme Court’s orders?
  • Who is accountable for failures, corruption, and cruelty?

The answers — or the refusal to answer — will expose the truth.
